Kua mahi ngātahi Te Tari Arotake Mātauranga, ngā whānau, ngā kaiārahi, ngā kaimahi me ngā hapori ki te whakawhanake i ngā tirohanga aromātai e whai wāhi nui ai ki te hāpai i te kawenga takohanga me te whakapaitanga, ki te tautuhi i te ahu whakamua, ā, ki te whakapakari ake hoki i te āheinga ki te aromātai. 2 Te Horopaki

4 Ngā Whakaaturanga

5 Te Whakatau a Te Poumarumaru ki ngā Wāhanga Tautukunga

1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi

2 Context 

Te Kura o Mātihetihe is in Mitimiti on the West Coast, north of the Hokianga Harbour. Many of the kaiako and uri whakapapa to the hapū Te Hokokeha and Te Tao Māui. The kura has been affiliated to Ngā Kura-ā-Iwi o Aotearoa since 2018. The kura is a composite Years 1-15 school and currently provides education for 17 uri in Years 1-8. Te Kura o Mātihetihe prides itself in local history and knowledge and use this as a basis for learning. There is a new presiding chair on the Pomarumaru.

3 Evaluation Focus

How well do uri demonstrate cultural autonomy and influence?  

Uri are developing their sense of ūkaipotanga with pride, confidence and humility. 

4 Findings

Uri engage in a variety of learning experiences that promote their identity, language and tikanga. The marau ā-kura is underpinned by a Māori world view. Learning is localised and relevant to the unique way of life in Mitimiti. Teaching and learning practice and contexts strengthen uri identity and connections to Te Hokokeka and Te Tao Māui. Uri are supported to develop as kaitiaki of their hapū.  Strong relationships are characterised by inclusivity, respect, whanaungatanga and aroha. Te reo Māori and the mita of the iwi is prioritised. Kaiako are all speakers of te reo Māori. Uri are confident learners who are at ease in a range of cultural learning contexts. 

Pouako know uri strengths, interests and needs well. Te Ara Toa guides assessment and evaluation practices to monitor uri achievement in valued cultural outcomes. Pouārahi support pouako to assess and analyse uri progress and achievement and to plan for acceleration of uri learning if required. Kura data shows most uri are developing well culturally and progressing and achieving well in Kōrero, Panui and Tuhituhi. Analysis of uri achievement data is used to inform next steps teaching and learning and to identify areas where pouako professional learning is required. Uri are confident culturally and academically.  

Whanaungatanga underpins how leaders actively pursue the kura vision and goals held for uri. Although geographically isolated and challenged to find relief staff, leaders and kaiako participate in learning opportunities and valuable courses facilitated by Ngā Kura-ā-Iwi. Building whānau, poumarmaru and pouako capability is carried out through research, inquiry and networking with relevant educationalists and experts. Uri holistic development is at the centre of kura leaders' decision making. 

Key Next Steps

Continuing to clarify roles and responsibilities and working constructively as a Poumarumaru is a priority for development. At the time ERO was onsite, self-review of policies and procedures were not robust, with some not having been reviewed for some time. The poumarumaru has since reviewed several health and safety policies. In addition, strategic and annual planning need strengthening to ensure a systematic approach to efficient kura operations and constructive whānau

The poumarumaru need to ensure that the formal complaints process is closely followed. This should fulfil its responsibilities as a ‘good employer’ and ensure transparency and consistency of decision making for staff and whanau.

5 Te Poumarumaru Assurance on Legal Requirements

Before the evaluation, the poumarumaru and pouārahi completed the ERO Te Poumarumaru Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the evaluation, ERO checked at the following items because they have a potentially high impact on student safety and wellbeing:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance
  • school policies in relation to meeting the requirements of the Children’s Act 2014.

6 Recommendation

ERO recommend that the poumarumaru and whānau work collectively to address the key next step identified in this report.
