1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context
Te Kura Kaupapa Māori o Te Rawhiti Roa provides education for students from Years 1 to 15 based on the philosophy of Te Aho Matua. The kura has had a poor reporting history with ERO in recent years. The Ministry of Education (MOE) dissolved the kura board following ERO’s June 2018 Review Report and an intervention was put in place. A Commissioner was appointed to assist in addressing the risks to the school's operation and to improve educational outcomes for students. A first time tumuaki was appointed in 2022 and a full Board of Trustees was elected in December 2022. MOE removed their intervention in April 2023. ERO worked with the Commissioner and kura leaders during this time to monitor and support the progress being made.
3 Evaluation Focus
How well do students show they achieve and exemplify the hopes and aspirations of their whānau?
Students now strive to achieve and embody the hopes and dreams of their whānau and those they have for themselves.
4 Findings
Te Ira Tangata
Students show an enthusiasm for learning in an environment based on tikanga Māori and Te Aho Matua. Whānau provide an environment where students value their identity, develop self-confidence and display positive self-esteem. They are supported to embrace their unique ways of thinking and being. Increasingly the principles of manaaki, aroha, whai koha and whanaungatanga are the foundation for relationships and interactions. Whānau have grown their understanding of what Te Aho Matua presents in practice. They acknowledge how the kura environment and relationships have improved. Students are given daily reminders at karakia on expectations regarding behaviour and conduct. Tuākana are now taking greater care and responsibility for teina. Students show enjoyment as they work and play alongside each other.
Te Reo
Students are developing as thinkers and speakers of te reo Māori. They understand the hopes and aspirations of whānau, hapū and iwi for the revitalisation of te reo o Ngā Puhi. Kaiako planning allows tamariki to be taught in te reo me ngā tikanga Māori through a range of resources specific to the kaupapa. They use a range of strategies to encourage the use of te reo Māori. Te reo Māori is seen and heard throughout the kura in waiata, in digital format and through visual art. Students use the language competently in both formal and informal settings. This includes expressing themselves through whakatau, hākinakina, and through conversation. The kura employs a kaiarahi i te reo, to build and strengthen reo capability among kaimahi. Kaiako provide a language learning environment that prompts kōrero, whakarongo, pānui and tuhituhi. Students confidently communicate in te reo Māori and show pride in doing so.
Ngā Iwi
Students develop pride in their whānau, hapū and iwi through a variety of learning experiences. Since ERO’s previous report the kura has strengthened links with the local hapū and iwi. Whānau are actively involved in kura operations and decision making. The kura has improved its reputation in the wider community. They host events such as the Matariki fluorescence art show providing the opportunity for whānau to acknowledge and honour the creativity and achievements of their students. Students share their knowledge with their whānau to show their success.
Te Ao
Students actively investigate and explore the Māori world and the wider world. They develop understanding of te ao Māori and their whānau are proud of this. Kaimahi support students to develop award winning science initiatives such as Tai Timu, Tai Rimu. Community facilities and expertise are utilised to enhance student learning experiences. Opportunities are created for raukura to contribute to student success. Kura leadership and kaimahi provides a range of learning experiences at kura, in the community, throughout the country and globally for their students. Students aspire to engage in and explore other contexts. Students are developing as inquisitive learners who share this with the whānau and the wider world.
Ahuatanga Ako
Student learning is well considered and planned for. Planning is guided by the principals of Te Aho Matua and include kura wide kaupapa such as Manu Kōrero, hākinakina and kapa haka. “Ko te ākonga te pūtake” influences how and what is planned. The teaching team support the progress of individual students. They understand the benefits of students actively participating in a range of activities that suit them and their future pathway. Teachers reflect on the effectiveness of their practice to identify positive outcomes and areas that could be adapted or improved. Achievement data from 2022 shows that most students are at or above kura expectations in kōrero and tuhituhi. While achievement for pangarau wasn’t as high, all students showed improvement by at least one level. Most students are progressing well in an environment that is increasingly conducive for success. Students actively engage in learning, many enjoying the success and achievement their whānau desire.
Wharekura
Students’ academic, sporting and cultural success is fostered. They compete and participate in a range of activities and events both locally and nationally. Most students in Years 11-13 are well on track to gain the necessary credits for National Certificates of Educational Achievement (NCEA) Levels 1-3. Where students are identified as requiring additional support, the kaiako student and whānau meet regularly to monitor and discuss progress. Some students have enjoyed the opportunity to engage in learning overseas because of scholarships or as recipients of awards. Students can investigate and explore the Māori and wider worlds confidently and successfully.
Leadership and Management
The new leadership team are working collaboratively to create a culture of professionalism in the kura. They have established professional standards and expectations for teachers, students and whānau and are role modelling these attributes and traits. This is having a positive influence on all whānau and the kura culture. There is a high level of trust within the leadership team. Communication is transparent and regular, and management systems are being streamlined. Leaders continue to keep the board updated on student attendance, progress and achievement. Students experience success in their learning and share this with their whānau.
Key Next Steps
Strategic and annual planning could be refined. The newly elected board are growing their understanding of their governance roles and responsibilities. They are well supported by Te Runanganui o Ngā Kura Kaupapa Māori. Relationships are positive and professional, and the focus is on improving outcomes for students. While trustees have identified their strategic goals and priorities it is the tumuaki is monitoring and reporting on these They have not recorded who is responsible and what the timeframes will be for carrying out actions or achieving their goals. The board and tumuaki are also still working to resolve incomplete financial audits that they inherited. Students’ wellbeing and learning is enhanced when desired improvements in long-term planning are progressed and achieved.
5 Whānau Assurance on Legal Requirement
During the evaluation, ERO checked the following areas:
- emotional safety of students (including prevention of bullying and sexual harassment)
- physical safety of students
- teacher registration
- processes for appointing staff
- stand-downs, suspensions, expulsions and exclusions
- attendance
- school policies in relation to meeting the requirements of the Children’s Act 2014.

To meet compliance requirements they must:
- ensure that annual accounts are prepared and audited.

6 Recommendation
ERO recommends whānau continue to work collaboratively in the interests of continued improvement in student outcomes.
