1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context
Te Kura Kaupapa Māori o Te Raki Paewhenua is on the North Shore of Auckland. They cater for students from Years 1 to 13. Te Aho Matua guides the kura vision and goals for teaching, learning and student success. They currently have an acting tumuaki and support is being provided by a Specialist Advisor from Te Runanga Nui o Ngā Kura Kaupapa Māori o Aotearoa (TRN).
3 Evaluation Focus
How well do students demonstrate whanaungatanga?
Students display manaaki and tiaki and show appreciation of their peers and whānau.
4 Findings
Te Ira Tangata
Students embody the values of their kura. They are caring, considerate and cooperative. Tuakana confidently guide and support teina in their learning and play. Whanaungatanga relationships are fostered by the whānau and are cherished by students. Senior students can clearly articulate the support and connections they have with their kaiako and with one another. A high presence of whānau in the kura and at events reinforces students’ sense of belonging and connection. Students manaaki manuhiri in a genuine way. There is a deliberate focus on creating a ‘whānau kotahi’ environment. Students practice manaakitanga as an integral part of who they are and how they relate to others.
Te Reo
Students are clear about the expectations to communicate only in te reo Māori. Te reo Māori classes are provided to whānau who are growing their capability so that they can better support their child’s learning. The enrolment policy has been reviewed and changed to better promote the development of a te reo Māori only environment. Whānau work closely with te kōhanga reo to ensure they are aware of the kura expectations in terms of te reo Māori ability. Kaiako use strategies that extend student’s te reo growth and development. This Includes the use of focused vocabulary, visual aids, and scaffolding. Kaiako are strong role models of te reo Maori. Students confidently engage in te reo Māori in a range of contexts. They skilfully enquire and seek information that supports their learning.
Ngā Iwi
Students are immersed in an environment that exemplifies whanaungatanga. Whānau interact with each other in respectful and empowering ways. Students learn their pepeha and tribal connections. These become more complex as they grow and mature. Senior students have opportunities to interact and build relationships with students from other kura through sporting and cultural events. Connections between the kura teina and the Wharekura have improved. The whānau are strengthening their relationships with mana whenua, Māori organisations within Tāmaki Makaurau and with the rohe o Ngāti Whātua. Students have positive and affirming relationships with others.
Te Ao
Whānau create opportunities to extend student experiences beyond kura. Whānau are proactive in utilising their skills, knowledge, and networks to increase students’ opportunities in a range of contexts. They utilise surrounding facilities and businesses to enhance student learning. Staff are developing teaching relationships with other kura where they share teacher’s skills, resources and professional development opportunities. There have been several significant learning and cultural events in the past 12 months that were led by whānau. Students are inquisitive and curious learners.
Āhuatanga Ako
Students reflect the traditional values of their tupuna. The ethos of the kura is based on the values of manaakitanga, aroha o tētahi ki tētahi, mutual respect and positive affirmations. Kaiako are positive role models of collaboration and co-operation. Whānau promote stimulating learning experiences for students. Planning and assessment is consistent across the kura teina. A variety of assessment tools are used to identify student learning needs and goals. This data is used to inform next steps. Kaiako regularly reflect on their practice. Current data shows a positive shift in student achievement in numeracy and literacy. Students show enthusiasm for learning.
Wharekura
Students can talk about their potential to achieve their goals. They are active tuakana that enjoy leading and contributing to teina activities. Planning is in place to prepare and support students to succeed in the National Certificate of Educational Achievement (NCEA). Senior students are supported to pursue their career pathway at off-site classes. Students learn in a positive environment that promotes success.
Leadership
There is a distributive leadership model based on inclusiveness and whanaungatanga. The leadership style is open and transparent. Leaders encourage communication and input from the whole whānau and the wider community, especially Māori organisations. Whānau have high expectations for student leadership. Students of all ages lead kura wide and class activities and events. A strong emphasis on leadership across the kura allows students to confidently lead in a variety of ways.
Whānau Whakahaere and Internal Evaluation
Whānau are actively involved in the delivery of a quality Te Aho Matua education. Established Ohu Whakahaere contribute to improvement in all areas of the kura. The ohu are responsible for providing information, and making recommendations to the whānau that enable them to make informed decisions that benefit students. They constantly review operations and events; decision-making processes are clear and transparent. This has led to high levels of trust. The Whānau Whakahaere have identified immediate and long-term priorities and have planned for how these will be achieved. Student well-being is paramount, is guided by the principles of Te Aho Matua, and is promoted through the kura policies, procedures and practices. Students are confident and settled knowing they have strong and active whānau support.
Key Next Steps
While whānau have identified priorities to focus on, the immediate emphasis will be on the development of a te reo, tikanga and mātauranga Māori strategy. They are aware of the need for deliberate planning to consolidate the current good practice occurring and to fully realise their aspirations. Students benefit from whānau decision-making when they are at the center.
5 Whānau Assurance on Legal Requirement
During the evaluation, ERO checked the following areas:
- emotional safety of students (including prevention of bullying and sexual harassment)
- physical safety of students
- teacher registration
- processes for appointing staff
- stand-downs, suspensions, expulsions and exclusions
- attendance
- school policies in relation to meeting the requirements of the Children’s Act 2014.
6 Recommendation
ERO recommends whānau develop and implement a te reo, tikanga and matauranga Māori strategy to further enhance learning opportunities for students and whānau.
