1 Introduction
The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.
2 Context
Te Kura Kaupapa Māori o Ngāti Rangi is based in Ōhākune, under Mount Ruapehu. It is a Te Aho Matua kura that provides education for students in Years 1 to 8.
The kura is positioned next to Maungarongo marae and Te Kōhanga Reo o Manu Kōrero. Since its last ERO review report in 2015, there have been significant changes in the kura. A limited statutory manger (LSM) was appointed by the Ministry of Education in June 2016 to support kura governance. Over time, the intervention was de-escalated. There is currently no intervention.
3 Evaluation Focus
To what extent do students experience improved learning outcomes?
Students enjoy learning that is targeted and responsive to their needs.
4 Findings
A focused approach to raising levels of student achievement are evident. Professional learning and development from an external provider is strengthening kaiako knowledge about the effective use of achievement data. Information about trends and patterns of achievement is collated, analysed and regularly reported to whānau. Current achievement targets are well informed with priority given to pāngarau and tuhituhi. Students with diverse learning needs receive good guidance and support from kaiako and external agencies. Kaiako are committed to lifting student achievement.
A new marau-ā-kura is being developed that recognises and promotes the place and identity of the kura. It centres on Ruapehu and values and education specific to Ngāti Rangi iwi and identity. This vision for education will be shared through a wānanga with tamariki, kaiako and whānau at the beginning of 2021 to further increase whanaungatanga, whakapapa links for the whānau. The marau-ā-kura is to be fully implemented in 2022.
The new kura trustees bring a range of useful experience to the board. With the support of the New Zealand School Trustees Association (NZSTA), the board of trustees are developing their understanding of their governance roles and responsibilities. The tumuaki reports regularly to trustees analysed student progress and achievement information. Trustees are beginning to use self review and student achievement to inform their decisions. This includes learning how to interpret information about student achievement. A system for ongoing policy review and internal evaluation is being implemented.
Key Next Steps
Many of the systems and processes that have been put in place are in the early stages of implementation. An ongoing process of internal evaluation is needed to determine how these systems are contributing to improved outcomes for students.
The marau-ā-kura, with its unique kura context, is nearing completion. Finalising this document is necessary to support consistency in teaching and learning and positive outcomes for students.
A planned programme of ongoing training for new trustees is needed to continue to develop their knowledge and understanding of effective governance practices.
5 Assurance on Legal Requirement
Before the evaluation, the whānau and Tumuaki completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:
- board administration
- curriculum
- management of health, safety and welfare
- personnel management
- financial management
- asset management.
During the evaluation, ERO checked the following items because they have a potentially high impact on student achievement:
- emotional safety of students (including prevention of bullying and sexual harassment)
- physical safety of students
- teacher registration
- processes for appointing staff
- stand-downs, suspensions, expulsions and exclusions
- attendance.
6 Recommendations
ERO and the kura board developed the following recommendations:
That the kura and board of trustees continue to work with current external providers to:
- strengthen trustee understanding of roles and responsibilities
- build kaiako capability to lift student achievement
- complete and implement the marau-ā-kura
- embed processes and systems for ongoing internal evaluation.
