1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. The ERO reports provide important information for whānau, hapū and iwi.
2 Context
Te Taumata Tirohanga: Te tamaiti o Te Waiū, kia ekeina a Tikitikiorangi, kia tomokia a Rangiātea, kia mau ki te wānanga o te ao Ngāti Porou, o te ao whānui. Koianei te taumata whakahirahira o tōna ake ao.
Te Kura Kaupapa o Te Waiū o Ngāti Porou is located in Ruatōrea and affiliates with Te Rūnanga nui o Ngā Kura Kaupapa Māori o Aotearoa. The kura provides education for tamariki from Years 1 to 15. Since the previous review, the long-standing tumuaki and Board of Trustees (BoT) have stepped down from their roles.
3 Evaluation Focus
How well do tamariki demonstrate Te Taumata Tirohanga in their daily practices, relationships, and aspirations?
Tamariki are emerging as confident learners who are well supported to reach their full potential.
4 Findings
Te Ira Tangata
Tamariki are nurtured in a setting that is based on who they are as Ngāti Porou. They are provided with opportunities to showcase their talents and understanding of Ngāti Porou values through planned kaupapa. Kaiako offer a range of learning experiences and contexts that respond to tamariki interests, passions, and cultural responsibilities. They value and celebrate the unique attributes and characteristics of each tamaiti. Tamariki take pride in leading school-wide events, such as art exhibitions and pō mākete. Older tamariki are guided by pakeke to competently lead karakia ceremonies. Tamariki are focused and eagerly participate in a range of cultural experiences.
Te Reo
Tamariki display positive attitudes to being immersed in an environment that supports and extends their understanding of te reo ake o Ngāti Porou. The majority of kaiako are proficient speakers of te reo Ngāti Porou and provide language-rich experiences that promote hapū-centric dialects and distinct language nuances. These experiences spark tamariki interest and curiosity to use te reo o Ngāti Porou at kura and beyond. Tamariki in the wharekura are provided with opportunities to participate in tikanga practices such as karanga and whaikōrero. Alongside kaiako, they play a key role in demonstrating the natural use of te reo o Ngāti Porou across many aspects of their learning. The investment and allocation of resource for te reo Māori aligns with the strategic priority for te reo ake o Ngāti Porou and Te Reo Matatini. This is evident in actions such as enabling kaiako to participate in professional development for Ngāti Porou wānanga reo and Rangaranga Reo ā-Tā. Kaiako support each other to uphold expectations for te reo o Ngāti Porou and support colleagues who are at the early stages of learning te reo Māori. Tamariki intuitively use the Ngāti Porou dialect.
Ngā Iwi
Tamariki experience kaupapa ako that embraces and exposes them to their ancestral links. They know and continue to learn about mana whenua. Waiata and mōteatea identify landmarks and people of significance to Ngāti Porou, enhancing tamariki sense of belonging and identity. Strong whakapapa connections between tamariki, kaiako, and whānau form the basis of relationships within the kura. Whānau expressed a sense of pride when they observed tamariki preparing and participating in Pīpī Kōrero and the Pō Mākete. Kaiako provide regular opportunities for tamariki to be involved in tikanga and kaupapa. They ensure tamariki can learn and take lead roles, as appropriate, in kaupapa such as pōhiri and kapa haka. Tamariki exhibit personal pride in their whānau, iwi, and hapū.
Te Ao
Tamariki learn to be confident in their place within the Ngāti Porou world and in their contribution to the wider world. Kaiako dedicate their time and energy to support students to successfully participate in regional, national, and international events such as Manu Kōrero, kapa haka, sporting competitions, and various leadership programmes. Whānau and kaiako affirm students in their roles as positive ambassadors for the kura when engaging with the community and others. Tamariki demonstrate confidence as uri of Ngāti Porou within their communities in preparation for the wider world.
Āhuatanga Ako
Tamariki are open and ready for learning. Across all year levels, tamariki display ease and confidence in expressing themselves, asking questions and engaging in discussions. Their achievements are acknowledged in meaningful ways and uphold the vision of the kura. Ratios of kaimahi to tamariki in the kura tuatahi enhances learning experiences and engagement. Embedded routines foster learning independence. Tamariki display attributes of being confident learners.
Kuratuatahi
Tamariki learning is based on a strong foundation of whanaungatanga. There is evidence of meaningful, supportive, student teacher relationships that provide a sound platform for accelerating learning. Curriculum design and delivery are variable, and this is reflected in professional practice with different approaches and standards taken to planning, teaching, assessment and reporting. Data analysis to inform individual, group, and class programmes is developing along with teacher confidence and competence. Tamariki of te kura tuatahi are competent learners.
Wharekura
Tamariki achievement is well tracked, with kaiako continually monitoring and supporting outcomes. Results for the 2024 National Certificates of Educational Achievement (NCEA) show that all tamariki attained NCEA Level 1 and the majority of tamariki achieved Levels 2 and 3. Of those who sat level 3, 50% also attained University Entrance. Wharekura tamariki enjoy academic success.
Leadership
Leadership builds relational trust and collaboration within the kura. An acting tumuaki has been recently appointed, alongside kaiako, has invested significantly in professional and pedagogical change. They model the attributes of servant leadership and show a genuine duty of care for others. The wellbeing of kaiako has been a priority for kura leaders. Kaiako acknowledge the Kōnui initiative as a valuable support that enables them to focus on their professional responsibilities. This has resulted in a more positive and collegial working environment. Tamariki are emerging as future leaders for their community.
Key Next Steps
Relational issues have impacted the effectiveness of governance and leadership in fulfilling their respective roles. The outgoing Board of Trustees (BoT) identified key areas of focus to support the induction of the incoming BoT. The current BoT has expressed a commitment to supporting the acting tumuaki, while the recruitment of a permanent tumuaki is underway. They recognise that greater support will be required for the new tumuaki. New initiatives and strategies have recently been introduced. An ohu whānau has been established to strengthen whānau engagement and participation. It is timely for governance to ensure the planned changes are sustained to improve outcomes for tamariki, whānau, and kura. Tamariki benefit physically, spiritually, and emotionally from stable whānau whakahaere practices.
Internal evaluation practices have informed the next steps for the kura vision, pedagogy, and practice. The Board of Trustees has expressed a need to refocus whānau commitment to Te Taumata Tirohanga and its intent. This evaluation supports the need for this to happen, including a review and update of the current marau ā-kura to enhance its tribal richness. Due to revised numeracy assessment practices, school leaders have identified that there is a greater need to strengthen kaiako pedagogy and practice for Years 1 to 10. It is timely to consider formalising cohesive planning and assessment practices. Tamariki academic and cultural success is extended through a tribally grounded curriculum.
5 Whānau Assurance on Legal Requirement
Before the review, the board of trustees, Acting Principal and teaching staff completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:
- board administration
- curriculum
- management of health, safety and welfare
- personnel management
- financial management
- asset management.
During the review, ERO checked the following items because they have a potentially high impact on student achievement:
- emotional safety of students (including prevention of bullying and sexual harassment)
- physical safety of students
- teacher registration
- processes for appointing staff
- stand-downs, suspensions, expulsions and exclusions
- attendance.
6 Recommendation
ERO recommends that the Board of Trustees and leadership:
- Ensure there is a better balance between in-class curriculum and extra curricula activities to ensure tamariki engage with all areas of the curriculum. Future planning must be cognizant of the need for cohesion.
- Explore opportunities to broaden the range of curriculum areas and qualifications in the wharekura, to benefit tamariki engagement and enhance their pursuit of vocational and academic pathways and careers.
