1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress, and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi. 

2 Context 

Te Kura o Te Moutere o Matakana is located on Matakana Island in the Tauranga harbour. The kura provides education for uri from Years 1-8. Under the leadership of Ngā Kura ā-Iwi o Aotearoa Incorporated, the kura receives guidance and resources as needed to support and promote positive outcomes for uri.

This ‘Mana Uri’ report is the second of two published reports since October 2023. The first report focused on governance and compliance with legislative requirements. This report focuses on the quality of teaching and learning, the curriculum, and outcomes for students as well as key next steps for ongoing improvement.

3 Evaluation Focus

How well does the whānau support uri in their role as kaitiaki o Te Moutere o Matakana?

The kura enjoys a good relationship with whānau who are active participants in their child's learning. 

4 Findings

Classrooms are good quality learning environments that feature warm and caring relationships. Respectful interactions between uri and with teachers are evident in all classrooms. Uri know daily routines well and respond positively to the high expectations set by teachers. Uri work successfully alone, in pairs, and in cooperative learning situations. An encouraging and supportive school tone enhances student learning. 

Teachers have established attractive, print-rich classroom environments that stimulate student interests and support learning. Attractive wall displays and well-organised classroom resources and learning areas including the use of Information Communication Technologies (ICT), support uri to engage in learning. Displays of students’ work reflect the pride that students take in their achievements. 

Classroom planning adequately guides programme implementation. All teachers complete long-term, unit, and daily plans. There is some evidence of planning for the differentiated needs of students, particularly in pāngarau. Teachers are increasingly using student achievement information to inform day to day teaching and to respond to the specific learning needs of uri. 

The school has developed positive and constructive partnerships with its parents and the community. There is regular communication with parents to be involved in uri learning and the life of the kura. The kura is welcoming and there are a range of opportunities to be involved in school activities and events. A positive relationship between home, school and community promotes student engagement in learning.

Key Next Steps

Embedding and sustaining ongoing improvement. An ongoing challenge is to ensure that the intended outcomes of initiatives to engage students and raise uri achievement are completed, fully embedded school wide. This should include:

  • completing the marau-a-kura with urgency and ensuring it identifies clear and high expectations for teaching and learning, assessment practice and strategies to lift levels of student achievement
  • strengthening the interpretation and diagnostic use of student achievement information to inform classroom planning and reporting to the board and community; and
  • strengthening procedures for formally evaluating the effectiveness of school-wide initiatives and reporting this as part of the self-review process.

Improving these key aspects are likely to ensure sustainable high-quality teaching and learning and improved outcomes for students.

5 Poumarumaru Assurance on Legal Requirements

Before the evaluation, the board of trustees and principals completed the ERO Te Poumarumaru Assurance Statement and Self-Audit Checklists. In these documents the attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset manangement.

During the evaluation, ERO checked at the following items because they have a potentially high impact on student safety and wellbeing:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance
  • school policies in relation to meeting the requirements of the Children’s Act 2014.

6 Recommendation

ERO recommends that the kura complete the Marau-a-Kura with urgency.
