The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context
Ngaati Hauaa School is a rural kura situated near Tauwhare Marae in the Waikato district. The kura affiliates to Ngaa Kura aa Iwi o Aotearoa (NKAI) and provides te reo Māori education for 111 uri from Years 1-8. There has been a significant roll increase since ERO’s previous visit to the kura in June 2021. Because of this, major property renovations are underway to accommodate the increased number of uri attending. ‘Kia whiitikingia te reo, te wairua me ōna tikanga’ guides the kura commitment to Ngaati Hauaatanga.
3 Evaluation Focus
How well do uri demonstrate they are culturally autonomous and influential?
Uri are confident, independent and capable champions for their whaanau, hapuu and iwi.
4 Findings
Maatauranga, tikanga and reo of Ngaati Hauaa underpins teaching and learning. The marau aa kura clearly articulates teaching and learning pedagogy important to developing academic and culturally capable Ngaati Hauaa uri. Learning experiences draw from mooteatea, paatere, pepeha, Kiingitanga, Tumuakitanga, maataapono and values as followers of Paimaarire. Overarching themes prepare uri to lead and participate competently and confidently in kaupapa as proud members of the kura, whaanau, hapuu and iwi. Exposure to different experiences in kura and at the marae enhance uri understanding of who they are and promote their holistic wellbeing. Uri have a strong sense of belonging and identity.
Uri are immersed in a safe and nurturing learning environment that prioritises maatauranga Maaori. Clear and cohesive teaching and learning expectations are embedded and are continuously reflected upon to assist in accelerating learning for all uri. The learning environment fosters leadership and includes uri in decisions about their learning. Assessment practices are efficient and inform next steps for learning for uri. Kaiako are committed to providing a high quality and inclusive learning programme. They consistently improve their knowledge and professional practice through self-review, collaboration, peer mentoring and inquiry which is captured in their professional growth cycle documentation. Strong tuaakana teina and relationships are underpinned by high expectations, trust and respect. Uri develop and express confidence in their rich learning environment.
Improving outcomes for uri is intentional and informed. Te reo a waha has been prioritised to assist the transition of uri enrolling at kura with limited te reo Māori, and to acknowledge that te reo a waha is fundamental to literacy competence. The kura end of 2023 data showed 89% of uri were achieving at or above expectations in koorero, 79% were at or above in paanui and 82% were at or above in paangarau. Outcomes were not as favourable in tuhituhi, with only 62% of uri achieving at or above kura expectations. As a result, improving uri achievement in tuhituhi was identified as the strategic priority for 2024. Uri learning needs and success are prioritised.
Strong experienced leadership is role modelled. Collaborative, distributive and strength-based leadership pursues the realisation of kura vision and strategic goals. Kura leaders nurture and monitor a culture that is conducive to successful uri learning outcomes. Effective teaching and learning expectations are promoted and well supported. Identified expertise among the teaching team, peer mentoring, tuaakana teina, NKAI professional development opportunities and the professional growth cycle build kaiako capability and guide their response to the identified needs of students. Professional relationships are trusting, underpinned by whakapapa and a collective commitment to the kaupapa. Uri are developing as future leaders for the iwi.
Systems, processes and operations promote whaanau, hapuu and iwi aspirations. Ngaati Hauaatanga is a fundamental part of the strategic direction of the kura. The poumarumaru have worked with whānau to develop a shared understanding of the marau aa kura. This has been integral to the quality of feedback the poumarumaru receive to better serve improved outcomes for uri. Members possess a variety of experience and skills that strengthen their governing capability. Experienced members mentor, guide and support newer members. Individual members lead areas of responsibility and share information that assists them to understand their collective roles well. The poumarumaru attends NKAI professional development opportunities regularly and seek guidance from the expertise withing their Kaahui Ako network. Uri wellbeing and safety are at the heart of systems, processes and decision making.
Key Next Steps
While the marau aa kura is well established, it is timely for leaders to develop, articulate and implement a graduate profile that embodies the desired outcomes for uri. Clearly defining the desired skills, attributes and knowledge important to the kura whaanau, hapuu and iwi will help to plan for and monitor uri progress toward attaining these. And further support uri to achieve success as uri of Ngaati Hauaa.
A system of ongoing review of kura policies and procedures needs implementing. The review should ensure all policies meet current legislative requirements and are fit for purpose. At the time of this review, the kura was using a Vulnerable Children’s Act policy. The poumarumaru responded quickly and developed a Child Protection Policy that has been ratified and is ready for implementation. The next step is for leaders to ensure whaanau and staff receive training, to develop a collective obligation of their responsibility to the Children’s Act 2014 expectations. Uri benefit when health and safety is prioritised.
5 Te Poumarumaru Assurance on Legal Requirements
Before the evaluation, the board of trustees and tumuaki completed the ERO Te Poumarumaru Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:
- board administration
- curriculum
- management of health, safety and welfare
- personnel management.
During the evaluation, ERO checked at the following items because they have a potentially high impact on student safety and wellbeing:
- emotional safety of students (including prevention of bullying and sexual harassment)
- physical safety of students
- teacher registration
- processes for appointing staff
- stand-downs, suspensions, expulsions and exclusions
- attendance
- school policies in relation to meeting the requirements of the Children’s Act 2014.
6 Recommendation
ERO and the tumuaki developed the following recommendation:
- that the key next steps in this report will be addressed.
