1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.
2 Context

Ko Kaituna te awa,
Ko Tapuika te iwi.”
Te Kura Kaupapa Māori o Te Matai is situated in Te Puke. The kura provides education for tauira from Years 1-8. Whānau have strong whakapapa connections to te iwi o Tapuika. Tapuikatanga forms the foundational principles that guide the vision and direction for tauira and the kura.
ERO evaluated the quality of Mana Whakahaere in their governance role at the end of 2023. ERO reported that tauira learnt in a curriculum that generally responded to their needs and interests. Almost all tauira were progressing and achieving well in literacy and numeracy. ERO identified noncompliance related to assessing the tumuaki and kaiako against the ‘Standards for the Teaching Profession.’ ERO investigated the progress made with developing and implementing a professional growth cycle during this onsite evaluation.
3 Evaluation Focus
How well do tauira express Tapuikatanga?
Tauira are developing their connections to Tapuika.
4 Findings – Mana Tamariki
Tauira learn in an environment that fosters Tapuikatanga. They confidently participate in and lead karakia. Reciting pepeha daily affirms their identity as uri of Tapuika and allows them to practice and gain confidence in te reo Māori. Tauira proudly sing about who they are, where they come from and places of significance to their local hapū and the wider iwi.
Tauira are nurtured in a kura culture of care and respect. Kaiako are positive role models and interactions are respectful and caring. Strategies are in place to support younger tauira to explore their mana whenua and whakapapa connections. Tuakana support teina engagement in learning and play experiences outdoors, and at times in the classroom. Tuakana are also active in connecting teina to Tapuikatanga through formal and informal practices.
The positive practices for analysing student progress and achievement data identified during the Mana Whakahaere review were further evident during the onsite stage of ERO’s evaluation. Appropriate systems are in place for data management. Kaiako analyse student achievement well to identify next steps to support learning progress. Classrooms are attractive, stimulating and well resourced. Tauira are settled and engaged learners.
Improvement focussed professional growth cycles are in the early stages of implementation for the tumuaki and kaiako. Professional goals have been set, discussed and they align to the standards for the teaching profession. Tauira benefit from kaiako who are focused on strengthening their professional capability and are up to date with current best practice.
Key Next Steps
The provision of Te reo Maori requires strengthening. Although there is a clear expectation that kaiako be fluent in te reo Māori, classroom instruction continues to be predominantly in English. It is timely for kura leaders, trustees and whānau work together to establish clear expectations for the provision and teaching of te reo Māori. This should include developing a long-term plan to ensure te reo Maori is prioritised, embedded and sustained so that tauira develop as confident and competent speakers of te reo.
5 Board Assurance on Legal Requirements
During the evaluation, ERO checked at the following areas:
- emotional safety of students (including prevention of bullying and sexual harassment)
- physical safety of students
- teacher registration
- processes for appointing staff
- stand-downs, suspensions, expulsions and exclusions
- attendance
- school policies in relation to meeting the requirements of the Children’s Act 2014.
6 Recommendation
ERO and the Te Kura Kaupapa Māori o Te Matai board of trustees recommends the kura whānau create a long term plan for the growth and development of te reo Māori.
