Purpose
ERO’s review process considers each kura context, performance and self-review capacity. ERO differentiates between kura that are having difficulties, kura that are performing well, and kura that are high performing and have well-developed internal evaluation. Te Pūpuketanga reviews support kura that require focused ongoing support. These reviews involve ERO providing ongoing evaluation over the course of one-to-two years as the kura works to develop overall performance and build its self-review capability.
This Te Pūpuketanga review report defines the kura background and the context for the review. The report also provides an evaluation about how well the kura is addressing areas identified for review and development, the quality of its practices and systems for sustaining performance and ongoing improvement.
Findings
The whānau and board of trustees are committed to providing students with an education underpinned by Te Aho Matua. The whānau are focused on creating a nurturing learning environment and improving outcomes for students.
1 Background and Context
Te Kura Kaupapa Māori o Otepoti provides education for students Years 1 – 11. It is the only Te Aho Matua kura in Dunedin. Since 2015, the whānau whakahaere has faced significant issues related to leadership, retention of students, kaiako, whānau, and student progress and achievement.
The board has applied to the Ministry of Education (MoE) for a change status to deliver wharekura education.
2 Development
To what extent do students have opportunities to learn within a positive environment?
The board of trustees, whānau and tumuaki are focused on providing quality learning opportunities and care aligned to the principles of Te Aho Matua (TAM).
Ngā Wāhanga o Te Aho Matua
Te Ira Tangata
Students show respect and care for their peers and others. Whānau, tumuaki and kaiako uphold the values of the kura and TAM and model these practices for students. School wide expectations are well understood and encourage students to interact and model with each other the values aligned to tuakana teina concepts. Tuakana are encouraged to support teina as needed in the learning programme and leading whole school activities in formal settings. Students are nurtured to support each other through reciprocal relationships.
Te Reo
Students are confident to express themselves in te reo Māori. Kaiako provide students with a range of learning activities to develop and extend their language. Individual whānau support learning programmes as kaiāwhina. Students appear happy to communicate in te reo Māori.
Whānau language classes are in place for all learners of te reo Māori. Kaiako and students participate in the organising and delivery of these classes for whānau. There is a clear focus on building whānau capability in the use of te reo Māori.
Āhuatanga Ako
Students’ engagement in learning is a kura wide focus. The tumuaki and kaiako are working collaboratively to plan programmes, build assessment practices, and monitor students’ progress and achievement. Kaiako analyse data to inform classroom programmes in response to individual needs. Meeting the differentiated learning needs of students is a priority for kaiako.
Wharekura education
Students display an interest in their learning opportunities. They participate in literacy and numeracy programmes, science, including environmental studies, performing arts, and ngā toi. Delivery of these programmes through wānanga and collaboration with other Aho Matua Kura in Te Waipounamu, further enhance opportunities for students.
The curriculum is designed to cater for learner interests and future pathways. The tumuaki has created a strategic plan ‘Ngā Ara e Rua’ focused on the literacy and numeracy needs of students in Years 9 and 10. Students readily participate in NCEA qualifications. There are also options for Year 11 to enrol in courses offered at Te Wānanga o Raukawa. Students can also access other tertiary pathways for those considering trades as future careers. The kura tuakana is committed to supporting this direction including guidance to meet National Certificate of Education Achievement (NCEA) and the breath of opportunities on the New Zealand Qualifications Authority (NZQA) framework.
Leadership and management
In 2019 the newly appointed tumuaki inherited several significant issues that required immediate attention. Since her appointment she has worked with kaiako, the board and whānau to set in place systems to improve practices school wide. The tumuaki has established relationships with educational and community organisations. These relationships have led to positive outcomes
Strategic planning guides whānau decision making. Although the strategic plan is due for review, the whānau and board continue to fulfil the kura goals for ongoing improvement. Property, personnel and financial management systems are in place. The board of trustees has responded well to external advice for improvement in governance policies and practices. Detailed reporting is regular and well documented.
The whānau has applied for a change of status to deliver wharekura education. They have followed processes and obtained support from their kura tuakana, principals in the local community and educational organisations in Dunedin. In addition, the kura tuakana is committed to this relationship through ongoing support and guidance.
Governance / Whānau Whakahaere
Students’ learning and wellbeing is a priority for the board and whānau. The board has been working closely with the whānau and tumuaki to support school wide developments. Whānau, board and kaiako actively participate in wānanga TAM to embed these practices in kura operations and governance. This has increased their knowledge, understanding of their responsibilities to contribute to decision making to improve outcomes for students. Further support for whānau, board and tumuaki has been accessed through relationships with local educational organisations to strengthen governance.
Te Rūnanganui o Ngā Kura Kaupapa Māori o Aotearoa
Te Rūnanganui o Ngā Kura Kaupapa Māori o Aotearoa (TRN) and Te Waipounamu Kura Kaupapa have contributed to supporting improvement. They have provided wānanga TAM to increase whānau knowledge and understanding related to implementing the philosophy into practice. The tumuaki is an active member of TRN, with a deep understanding of the Te Aho Matua principles in a kura context.
Next steps
- Maintain the programme of professional development to improve practices that support and promote student well-being and achievement
- Use internal evaluation to embed improvements and inform planning for long term sustainability.
3 Whānau assurance on legal requirements
Before the review, the whānau and Tumuaki completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:
- board administration
- curriculum
- management of health, safety and welfare
- personnel management
- financial management
- asset management.
During the review, ERO checked the following items because they have a potentially high impact on student achievement:
- emotional safety of students (including prevention of bullying and sexual harassment)
- physical safety of students
- teacher registration
- processes for appointing staff
- stand-downs, suspensions, expulsions and exclusions
- attendance.
4 Recommendations
ERO recommends the board and whānau:
- provide ongoing support for the tumuaki to fulfil her professional responsibilities as the curriculum leader and classroom practitioner
- continue to progress kura priorities and use internal evaluation to improve outcomes for students.
Conclusion
The whānau and board of trustees are committed to providing students with an education underpinned by Te Aho Matua. The whānau are focused on creating a nurturing learning environment and improving outcomes for students.
When is ERO likely to review the kura again?
The next ERO review of Te Kura Kaupapa Māori o Ōtepoti will be in three years – Te Rākeitanga – Expansive Evaluation.
