Background

Context
Napier Intermediate School is an urban school located in central Napier. The school has learners in
Years 7 and 8. The school’s vision ‘Growing and Empowering Learners’ is underpinned by the values of Whakaute, Manaakitanga, Whānaungatanga and Pakari: Respect, Responsibility, Relationships and Resilience. A new principal was appointed in 2022.
Napier Intermediate School’s strategic priorities for improving outcomes for learners are:
- fostering a safe and inclusive learning environment
- cultivating collaborative and meaningful whanau and community partnerships
- empowering all students to achieve academic excellence
- equipping teachers with adaptive skills to enable them to meet evolving student needs.

ERO and the school are working together to evaluate the impact of initiatives (behaviour management, teaching and learning delivery) on learner academic progress and wellbeing. This includes strengthening the school’s capability and capacity to gather, analyse and use data to inform classroom practice and schoolwide decision making.
The rationale for selecting this evaluation is:
- recognition that new approaches are required to meet the changing and diverse needs of learners
- skilled analysis of quality data will determine the effectiveness of initiatives in achieving excellent and equitable outcomes for all learners.
The school expects to see:
- increased attendance and positive wellbeing for all learners
- strengthened assessment and evaluation that influence classroom and school practices
- improved progress and achievement in curriculum areas
- a more inclusive school environment within which all students are achieving success.
Strengths
The school can draw from the following strengths to support it in its goal to use evaluation to effectively measure the effectiveness of new initiatives:
- collegial staff with a strong focus on learner wellbeing and outcomes
- teachers who are positive about professional learning, reflective and adaptive in their practice
- a supportive school community with high expectations of the school.
Where to next?
Moving forward, the school will prioritise:
- undertaking a review of the assessment schedule and evaluation processes to ensure that they are appropriate and provide information that generates decisions for learners
- identifying, collecting and analysing a range of data to regularly monitor the effectiveness of initiatives in terms of student outcomes
- participating in professional development that strengthens teacher capability and capacity to implement and evaluate the effectiveness of initiatives
- developing an understanding of changes to The New Zealand Curriculum to ensure consistent implementation across the school.
ERO’s role will be to support the school in its evaluation for improvement cycle to improve outcomes for all learners. ERO will support the school in reporting their progress to the community. The next public report on ERO’s website will be a Te Ara Huarau | School Evaluation Report and is due within three years.
