1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress, and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi.

Te Kura Kaupapa Māori o Hurungaterangi is in Rotorua. The kura provide education for students from Years 1–13. They operate in accordance with the principles of Te Aho Matua, which is an integral part of the education provision. Since the July 2017 ERO review, other tenants who shared the grounds and buildings have vacated, providing more space for the kura. Some wharekura students were part of the winning roopu at the recent National Secondary School Kapa Haka Competition 2024.

3 Evaluation Focus

How well do students show personal pride and share their learning with whānau, hapū and iwi?

Students show pride, enjoyment and love sharing their learning with others. 

4 Findings

Te Ira Tangata

Whānau provide students with a positive learning environment based on Māori values, beliefs, and concepts. They have a strong understanding of Te Aho Matua, te Tuakiri o te Tangata and a long history with Te Runanga nui o ngā Kura Kaupapa Māori o Aotearoa (Te Runanga nui). Many whānau choose this kura because of the warm and inviting setting. They are passionate and appreciative of what the kura has given them and their whānau. Ngā Mātāpono o Te Aho Matua underpin all relationships and decisions. This creates a sense of security, safely and stability for students and whānau. Students experience whanaungatanga, manaakitanga and tiakitanga. The concepts of wairua, mauri, tapu, Ihomatua and mana are evident and provide students and whānau a basis for positive relationships. Students appear happy and settled and show care for others.

Te Reo

Students experience a te reo Māori in a rich environment and authentic contexts. They hear both formal and informal te reo Māori often. Waiata, haka, whakataukī and pōhiri provide opportunities to use te reo Māori and to demonstrate confidence. Students converse, discuss and debate comfortably throughout the day. When transitioning to kura they are well supported to build and extend their language and skills before progressing further. Many students exceed the aspirations and expectations of their whānau and share their language learning with them. Kaiako provide feedback and feedforward that encourages and guides language development and extension. Students are well supported and develop as competent speakers, thinkers, listeners, readers and writers in te reo Māori and English. Students share their knowledge of te reo Māori with whānau, hapū and iwi.

Ngā Iwi

Students learn their connections to Te Arawa and each other. The significance and place of Ngāti Hurungaterangi is enhanced by traditional and contemporary mōteatea. Local history, stories and connections to Te Arawa are planned across the curriculum and enhance student identity. Students and whānau participate and interact with other kura in Te Arawa and participate in iwi and community events. Students can articulate their belonging to the kura, the whenua and to one another. Opportunities are provided to explore and discuss the impact of historical events on Te Arawa, te iwi Māori. Students exhibit personal pride in their whānau, hapū and iwi.

Te Ao

Whānau immerse students in an environment that reflects the Māori world view. They provide regular opportunities for students to meet new people and enjoy new experiences. All events and celebrations of importance to Te Arawa and te ao Māori are integral parts of the learning programme. Kaiako evaluate and investigate how to enhance student experiences and knowledge of both the Māori and the wider world. Success in sporting and cultural events provide further opportunities to expand student learning and understanding outside of their immediate environment. Students respond positively to the traditions of te ao Māori in a contemporary setting.

Āhuatanga Ako

The learning environment is student centred. Kaiako planning is collaborative and supports student engagement and learning. Additional resourcing is targeted at students whose learning requires acceleration to experience success. Routines and expectations are clear supporting a culture of independence and self-efficacy in learning. Deliberate and effective transition strategies build student confidence and an eagerness to learn. Kaiako understand the importance of how evaluation and assessment contribute to improved student outcomes, achievement and learning. Detailed planning linked to Te Aho Matua support kaiako to respond to the learning and achievement needs of students. Progress is monitored, recorded and shared with whānau. Poutama Tau and Pānui pukapuka results show that most students are progressing well. In 2023 there was a targeted and successful approach to raising levels of achievement in Pāngarau, particularly for Years 5 and 6. Students are self-motivated, independent and engaged learners.

Wharekura

Processes and systems are well established to support academic and pathways success. Kaiako know the students well and work closely with whānau to design learning and career pathways. Students’ needs, aspirations and progress are well monitored. Whānau are kept well informed of the developing and changing needs of their taiohi. Kaiako uphold high expectations for attendance, behaviour and achievement. The kura was approved to deliver National Certificates of Educational Achievement (NCEA) in 2019. Since then, results show that most students attain Levels 1, 2 and 3, and some are achieved with endorsements. Years 9 and 10 begin their NCEA journey in Te Reo Māori and Art. This establishes a confidence and knowledge of what is expected as they progress through to Level 3 at Year 13. Students are highly engaged and enthusiastic learners who thrive on and share their success.

Leadership and Management

Leaders have a focus on assisting kaiako and whānau to meet student needs. Whānau are actively involved in supporting positive student outcomes. Leaders have begun working with kaiako and whānau to gather information and evidence that contributes to their ongoing professional development through the professional growth cycle. Leaders encourage kaiako and whānau to be innovative and creative. Information is shared regularly which supports whānau decision making. Students benefit from leaders' encouragement of them to achieve their personal best.

Governance/Whānau Whakahaere

Whānau actively participate in the kura operations that contribute to student success. Many have a long association with the kura. They have experienced and successfully worked through challenges the kura encountered while sharing the site with others. The kura strategic plan focusses on building whānau, student and staff capability in te reo Māori. This also includes securing and refurbishing their current site. Professional support is in place for the tumuaki and the annual performance assessment is completed. Positive and respectful relationships result in high levels of trust between staff and students. Policies and procedures and key governance documentation reflect the focus on the health, safety, and success of students. Whānau actively participate and contribute to positive student outcomes.

Key Next Steps

The professional growth cycle for kaiako has not been fully implemented. Some kaiako in the Wharekura have completed self-appraisals and whānau have provided feedback on kura wide teaching and learning.  Leaders and kaiako recognise that mātauranga Te Aho Matua is a key priority in supporting kaiako professional development. The board whānau attest to their commitment to provide kaiako with support to further enhance their skills and pedagogical knowledge. And for the professional growth cycle to more clearly capture kaiako progress and show how they meet the professions’ standards. Students continue to experience success when professional knowledge is shared. 

5 Whānau Assurance on Legal Requirement

Before the review, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • Curriculum
  • management of health, safety, and welfare
  • personnel management
  • financial management
  • asset management.

During the review, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions, and exclusions
  • attendance.

The whānau continue to work with Te Runanga nui on the key next steps noted in this report.
