The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. The ERO reports provide important information for whānau, hapū and iwi.
2 Context
Te Kura aa Iwi o Ngaati Kauwhata operated as a satellite class affiliated with Te Kura-ā-Iwi o Whakatupuranga Rua Mano since 2015. In 2023, the Ministry of Education approved the establishment of a standalone Years 1-13 co-educational designated character kura. The kura affiliates to Ngā Kura ā-Iwi o Aotearoa (NKaI) and is currently operating out of a previously closed primary school in Cheltenham, while awaiting a new build to be completed. An Establishment Board of Trustees (EBoT), made up of highly skilled and knowledgeable members, has advanced foundational work to support the aspirations of Ngāti Kauwhata to provide an education to their uri. A tumuaki was appointed in 2024, and new staff have joined the kura since then.
3 Evaluation Focus
How well do uri show they are culturally autonomous and influential?
Uri are confident in their ūkaipōtanga, proudly expressing their Ngāti Kauwhata te reo Māori, tikanga, and mātauranga.
4 Findings
Uri are well supported by a learning environment that promotes culturally grounded learners who are actively engaged in the life of the kura. They confidently participate in karakia, mihimihi, and pepeha, showing strong alignment with their iwi, hapū, and Kīngitanga values. Uri regularly support hapū and iwi kaupapa through visits to the local marae and are familiar with local tikanga. Strong tuākana and tēina relationships are evident, with mutual guidance and support appreciated. Pouako create inclusive, values-based learning environments where te reo Māori is intentionally accelerated through akomanga whakawhiti. Uri are motivated and growing into confident and creative learners. They express pride in who they are and where they come.
Uri experience a rich and responsive curriculum. The marau ā-kura continues to develop as an iwi-led framework that reflects the hopes and aspirations of whānau. Whanaungatanga and manaakitanga are at the heart of teaching and learning. Uri engage in meaningful learning that connects them to the mātauranga, tikanga, and te reo of Ngāti Kauwhata. Planning across Whio (kura tēina), Matuku (kura waenga), and Kawau ensures broad curriculum coverage and keeps uri connected to their ūkaipō. There is an emphasis on uri developing strong foundations in te reo matatini and pāngarau. In Kawau, uri have individualised education plans and are working toward National Certificates in Educational Achievement (NCEA) achievement standards. Leaders have taken a thoughtful approach to implementing NCEA, developing vocational pathways while also supporting new teaching staff. Lessons are well-paced and carefully planned, helping uri grow their independence as learners. Uri understand learning goals, work well together, and confidently ask questions to deepen their thinking. They demonstrate a determination to learn through a curriculum that reflects iwi aspirations.
Uri ūkaipōtanga is enhanced through their active engagement in a te ao Māori environment and a hāpori that encourages an appreciation of learning. Pouārahi, pouako, and pakeke are positive role models of tikanga and the dialect of the iwi. As a kura affiliated to NKaI and Ngāti Kauwhata, they demonstrate a strong commitment to embedding mātauranga ā- iwi within the marau ā-kura. They engage in wānanga and ongoing professional learning that further enhances kaupapa Māori teaching and learning. Uri are becoming kaitiaki of iwi narratives and express themselves in ways that reflect Ngāti Kauwhata values and perspectives.
The EBoT have laid a strong foundation for a community-elected poumarumaru to take over governance. Key guiding documents, including strategic and improvement plans, human resource processes, health and safety procedures, and systems for kura operations and administration are being implemented efficiently. There is a clear alignment between kura operations, the marau ā-kura, and the well-articulated vision for uri, whānau, hapū, and iwi. Uri and their whānau are being well-served by a poumarumaru that is focused on supporting their iwi to thrive.
Key Next Steps
Systems and practices for assessing, monitoring, and reporting uri progress and achievement are in the early stages of development. These are beginning to be used more consistently as the kura builds its foundational approaches. To better promote the holistic success of all uri, deliberate attention is needed to ensure that their progress through Te Marautanga o Aotearoa and Te Marau-ā-kura continues to uphold and strengthen both their achievement and identity. Maintaining this dual focus will help ensure uri are well supported to achieve across both frameworks, without compromising the cultural richness and relevance of their learning.
5 Te Poumarumaru Assurance on Legal Requirements
Before the evaluation, the board of trustees and tumuaki completed the ERO Te Poumarumaru Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:
- board administration
- curriculum
- management of health, safety and welfare
- personnel management
- financial management
- asset management.
During the evaluation, ERO checked at the following items because they have a potentially high impact on student safety and wellbeing:
- emotional safety of students (including prevention of bullying and sexual harassment)
- physical safety of students
- teacher registration
- processes for appointing staff
- stand-downs, suspensions, expulsions and exclusions
- attendance
- school policies in relation to meeting the requirements of the Children’s Act 2014.
6 Recommendation
ERO recommend kura leaders continue to strengthen and embed assessment for learning practices that inform responsive teaching, ensuring all uri make meaningful progress through curriculum levels and phases.
