1  Context

Te Wharekura o Arowhenua is the only Te Aho Matua kura kaupapa in Southland. The kura provides Māori medium education for Years 1 – 13. Since the last ERO report in 2015, there have been changes to staffing including a new tūmuaki.

The school’s vision, ‘Tū pakari, tū rangatira hei raukura mō tō iwi’ guides educational initiatives to support their students and graduates. ‘Arowhenuatanga’ is the school’s acknowledgement of their cultural uniqueness as Māori living as Māori in Invercargill. Whānau create and maintain kura-iwi relationships with mana whenua and Waihōpai, Invercargill.

Te Tino Uaratanga

How well do students demonstrate achievement of whānau hopes and aspirations?

Students strive to demonstrate achievement of their whānau hopes and aspirations.

Te Ira Tangata

Students make connections in settings that enhance their sense of confidence. Whānau provide an environment that supports student’s identity within the kura, as students of the kura and as individuals within their kura. Relationships are based on aroha and manaaki. Kaiako and staff support a positive school culture. Students’ emotional and physical needs are attended to. The design and implementation of ‘Maungarongo’ supports students’ social skills. Kaiako encourage students to develop leadership skills. These leadership skills are highlighted in a range of informal and formal contexts. Students are loved and nurtured.

Te Reo

Students learn to communicate in te reo Māori. Whānau have a focus to support student’s language growth and development. Kaiako have implemented a multi-faceted approach to grow language capacity. This includes building kaiako capability, increasing use of the local dialect and improving student’s language use within the school. The focus is on individual and groups’ language needs and supporting the language spoken in student’s homes. Kaiako, staff and whānau role model the Kaitahu dialect and support students to use iwi specific vocabulary and phrases. A focus on targeting specific language needs of students has increased student’s oral language. Students engage in learning New Zealand sign language, te reo rotarota to further increase communication opportunities. He kainga hei kura, he kura hei kainga supports the te reo Māori capability of whānau. Students are developing as speakers of te reo o Kaitahu.

Ngā Iwi

Students perform important roles and responsibilities in the school and in the community. Learning programmes focus on connecting students with the Waihōpai and wider communities. Students actively participate in community events such as mayoral ceremonies, welcoming visitors and helping local marae. They share their knowledge about the area with visitors to the school and to a range of community groups. Students learn about the meanings of local landmarks and iwi traditions. Kaumātua provide iwi expertise to strengthen understanding about mana whenua. Whānau acknowledge and respect the different connections students have to other hapū and iwi. They provide opportunities for students to attend local events to foster these links. Students show a sense of connection and belonging to their own and the local iwi.

Te Ao

Students explore their natural and physical environment. Whānau prioritise guardianship of Papatuānuku. This is evident in school tikanga that reinforce the concept of tiaki Papatuānuku and environmentally focused learning. Students learn to uphold traditional practices of protection and care in their contemporary settings. Kaiako provide experiences to enhance students’ understanding of their role as kaitiaki. Students participate in research related to their natural and physical environment. They learn about the importance of pepetuna as iwi icons and as ecological indicators for the environment. Students also engage in conservation of Te Repo o Waituna. Kaiako access a range of external support to enrich student learning. Students are developing as kaitiaki.

Āhuatanga Ako

Students learning needs are met. School wide expectations for teaching and learning are established. This guides kaiako professional practice. Kaiako collect, analyse and use a range of student achievement data to meet student’s needs and interests. As a result of this, there has been a significant increase in student progress and achievement data. Students engage in learning that develops their creative talents and academic achievement. They are encouraged to express themselves using music, art, and performance. Kaiako use external agencies to benefit student learning. This includes experienced kaiāwhina to provide in class assistance. Professional guidance and support for kaiako is in place to strengthen school wide practices. Students appear to be engaged learners.

Haikura Education

Students design their learning pathways. The curriculum in the haikura fosters self- directed learning for Years 8 – 13. This approach allows kaiako to personalise students’ learning pathways. Kaiako encourage whānau to actively engage in students’ learning. Whānau have opportunities to co-construct learning pathways and monitor progress and achievement towards National Certificate of Educational Achievement (NCEA). Kaiako encourage students to identify their interests to extend curriculum options. Regular monitoring and reporting of students’ progress are in place to support student success. Students interests, creativity and passion for learning are considered.

Kura-identified areas of development

Leaders, kaiako and whānau acknowledge the need to strengthen the implementation of the Te Aho Matua philosophy. Whilst they have a collective understanding of the principles of Te Aho Matua, there is a need to embed these values consistently across the school. Students will benefit from cohesive implementation of the school values.

2 Self Review and leadership

Student outcomes are at the centre of decision making. School leaders utilise their collective strengths, skills and knowledge to support positive outcomes for students. They use a range of iwi and community services to improve the quality of Māori immersion education. Kaiako and whānau contribution is valued. The school strategic plan clearly outlines the school priorities. These priorities align with whānau aspirations. The board, tūmuaki and whānau are well informed to make decisions to aid student development. Regular reporting on finances, health and safety and student achievement is presented at board meetings. Professional learning and development for staff is a deliberate consideration for the board and is reflected in strategic and annual plans. The board, tūmuaki and leadership obtain external support when necessary. Student health, safety and learning needs are met.

Internal Evaluation

Internal evaluation focuses on improvement. The board, tūmuaki and senior leaders gather a range of data that link to the school strategic direction. This is used to identify school priorities for the short and long-term planning. Regular monitoring and reporting help to track progress over time. This approach supports improving outcomes for students. The collective leadership acknowledge the need to strengthen whānau and staff knowledge and understanding of Te Aho Matua to enhance practices.

3 Whānau assurance on legal requirements

Before the evaluation, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

• board administration
• curriculum
• management of health, safety and welfare
• personnel management
• financial management
• asset management.

During the evaluation, ERO checked the following items because they have a potentially high impact on student achievement:

• emotional safety of students (including prevention of bullying and sexual harassment)
• physical safety of students
• teacher registration
• processes for appointing staff
• stand-downs, suspensions, expulsions and exclusions
• attendance.

4 Recommendation

ERO recommends that the whānau continue to strengthen a shared understanding of Te Aho Matua for whānau and staff.

Conclusion

Te Wharekura o Arowhenua is the only Māori medium school setting in Southland. Students are loved and nurtured in an environment where their diverse interests, creativity and passion for learning are considered. Leadership use their collective skills, knowledge and experience to support students to realise their potential.

When is ERO likely to evaluate the kura again?

The next ERO evaluation of Te Wharekura o Arowhenua will be in three years – Te Rākeitanga – Expansive Evaluation.
