1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. The ERO reports provide important information for whānau, hapū and iwi.
2 Context
“Mātuarautia ngā tamariki kia tū pakari, tū rangatira hei raukura mō te iwi.”
Te Kura Kaupapa Māori o Whakarewa I Te Reo Ki Tūwharetoa is located in Taupō and provides kaupapa Māori education for Year 1 to 13 tamariki, guided by the principles of Te Aho Matua. In 2025, the kura began the year under new leadership, welcoming a new tumuaki who is a founding raukura of the kura.
3 Evaluation Focus
How well do ākonga demonstrate the kura whakataukī in their daily practices, relationships, and aspirations?
Tamariki are confident and responsive learners who are supported to reach their full potential.
4 Findings
Te Ira Tangata
Tamariki experience learning that nurtures their holistic wellbeing. Kaiako support tamariki to grow their physical, emotional, spiritual, and intellectual being through learning that is grounded in tikanga and guided by the kura values. Approaches like Poutiria te Aroha and Mauri Ora support kaiako to build strong relationships and respond to the emotional needs of each tamaiti. This is evident through the positive and caring interactions between tamariki, kaiako, and whānau. Whānau and kaiako work together to support tamariki to explore their strengths and aspirations in ways that reflect their identity. Tamariki are confident and supported in their identity and wellbeing.
Te Reo
Tamariki learn in an environment that prioritises te reo Māori. The kura whānau and kaiako demonstrate a deep and sustained commitment to te reo Māori. This is evident through the strong connections the kura has with marae, hapū, iwi, and the wider taiao. Te reo Māori is woven into all aspects of the kura, guided by a clear vision for its revitalisation and sustained use across generations. The kura honours te wairua o te reo, recognising both te reo o te tangata and te reo o te taiao, and supports tamariki to understand and engage with these distinctions. High-quality reo is modelled by kaiako, whānau, and kaimahi, and teaching strategies are tailored to the needs of tamariki. Furthermore, the kura embraces indigenous language exchange, fostering respect for reo taketake across the world. Through deliberate planning and culturally grounded practice, te reo Māori flourishes within the kura and its wider community. Tamariki confidently and naturally use te reo Māori in everyday interactions.
Ngā Iwi
Tamariki experience authentic learning opportunities that expose them to their cultural connections and surroundings, nurturing a strong sense of belonging and identity. They take part in real-life learning that connects them to their whakapapa, marae, iwi, and pepeha. Tamariki learn about kaupapa of significance, such as Te Tiriti o Waitangi, Arikitanga, and the Kiingitanga, which provide opportunities for them to explore the relevance of these kaupapa to their kura and iwi. Whānau, kaumātua, and local experts support this learning, helping tamariki build strong cultural connections. As a result of these experiences, tamariki know who they are and where they are from.
Te Ao
Rich and relevant experiences empower tamariki to grow as responsible kaitiaki within their whānau, kura, and beyond. Tamariki take on kaitiaki roles both inside and outside the kura. They care for the environment using mātauranga Māori and tikanga, and they participate in spiritual practices such as karakia, which connects them to the natural world. Tamariki also develop relationships with other kura and iwi, helping them understand their place in te ao Māori and te ao whānui. These experiences foster leadership, responsibility, and a strong sense of purpose. Tamariki act with integrity and purpose as they assume kaitiakitanga roles in both te ao Māori and te ao whānui.
Āhuatanga Ako
Learning programmes are engaging, culturally grounded, and responsive to the interests of tamariki. Learning is exciting and meaningful. Cultural learning experiences strengthen tamariki connections to Ngāti Tūwharetoa, aspirations held by whānau, and the values of Te Aho Matua. Akomanga are well-resourced and designed to support different learning styles. This provides opportunities for tamariki to work independently or in groups. Pakiako help capture learning moments and share progress with whānau. Tamariki in the wharekura experience success in National Certificate of Educational Achievement (NCEA). The 2024 data shows that 81.3% tamariki achieved NCEA Level 1, with 83.3% tamariki achieving NCEA Level 2 and 71.4% of tamariki achieving NCEA Level 3. Furthermore, of the tamariki that participated in NCEA Level 3, 61.9% also attained University Entrance. Tamariki in the wharekura are supported to transition to opportunities beyond kura. Pathways such as Toi Ohomai and Gateway further support future-focused learning. Tamariki are active and engaged learners who achieve educational success.
Whānau Whakahaere
Whanaungatanga underpins whānau whakahaere practices. Whānau leadership is a defining strength of Te Kura Kaupapa Māori o Whakarewa I Te Reo Ki Tūwharetoa, with whānau and kaimahi working collaboratively in Ohu to help guide decisions and support operations. In line with the kura mission, the strategic plan informed by whānau aspirations, has an emphasis on tamariki reaching their full potential. Whānau voice is valued and reflected in kura planning, policies, and events. They bring a wide range of skills and knowledge, and their leadership helps shape a kura environment that reflects shared values and the principles of Te Aho Matua. The tumuaki has initiated strategic reviews to strengthen systems and planning, with the support of whānau. The collective approach affirms the visible presence and leadership of whānau across all levels of the kura. Tamariki grow with pride supported by the visible presence and guidance of whānau within the kura.
Key Next Steps
Progress and achievement requires attention. The kura has identified the need to develop clear processes for gathering and analysing tamariki progress and achievement information from Years 1 to 10. Currently assessing, collating, and monitoring the progress and achievement for these tamariki lacks rigour. The limited information collated does not identify or focus on the needs of tamariki, the curriculum areas where disparities occur, or set high expectations for accelerating progress for tamariki who require it. It is timely for pou ārahi to develop a clear process that provides kura wide progress and achievement information within the next six months. Tamariki progress, achievement, and success will be enhanced through improved assessment practices.
5 Whānau Assurance on Legal Requirement
Before the review, the board of trustees and principal completed the ERO Ngā Kura Kaupapa Te Aho Matua Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:
- board administration
- curriculum
- management of health, safety and welfare
- personnel management
- financial management
- asset management.
During the review, ERO checked the following items because they have a potentially high impact on student achievement:
- emotional safety of students (including prevention of bullying and sexual harassment)
- physical safety of students
- teacher registration
- processes for appointing staff
- stand-downs, suspensions, expulsions and exclusions
- attendance
