1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi. 

2 Context

Te Kura o Hirangi is in Tūrangi and is located next to Te Marae o Hīrangi. The kura affiliates to Ngā Kura ā Iwi (NKAI) and provides Māori Medium education for uri in Years 1–13. The kura are proudly Ngāti Tūwharetoa and link their curriculum to their distinguished ancestor Ngātoroirangi.

3 Evaluation Focus

How well do uri demonstrate they are physically, emotionally and socially intelligent?

Uri demonstrate that they are confident, competent and successful as descendants of Ngātoroirangi.

4 Findings

Uri are immersed in a rich and relevant Ngātoroirangi centric curriculum. Kaiako are well prepared and classroom lessons stimulate uri engagement. Kaiako use a variety of quality effective teaching strategies to deliver and enrich te reo Māori that enhances uri engagement in learning. The kura whānau is in the initial stages of formalising a Te Reo Māori Strategy in collaboration with NKAI. Kaiako professional growth cycles and professional learning and development focuses on strengthening practice to respond to the learning needs of uri. 

Well embedded routines and high expectations support and engage uri in learning. Strong relationships are key to successful valued outcomes. Uri are immersed in a variety of rich learning opportunities that maximise the holistic potential of all uri. Maramataka mārautanga strengthens uri connections to Ngāti Tūwharetoatanga. 

Wharekura students are supported by capable kaiako who collaborate to provide a well-planned and delivered programme appropriate to the level and context of their National Certificates of Educational Achievement participants. Uri begin their NCEA journey in Years 9 and 10. The 2023 NCEA data shows that most uri achieved NCEA Levels 1, 2 and 3. Uri of Ngātoroirangi are developing as confident speakers of te reo Māori. 

Ngātoroirangi is fundamental to successful valued outcomes for uri. Whānau and poumarumaru work collectively to realise the kura aspirations, articulated goals and values. There is a clear emphasis on Ngātoroirangi and Ngāti Tūwharetoatanga. The poumarumaru is made of members from the whānau, hapū and iwi. They contribute a range of valuable skills, knowledge, and experience to their roles and responsibilities. They are clear about what they know, what they are doing and why they are doing it. Reflective and evaluative decision-making responds well to the needs of uri, whānau, hapū and iwi. Embedded effective systems and processes, strong mentorship by more experienced members and NKAI courses build poumarumaru capabilities. The professional growth cycle for the tumuaki is well managed and supports ongoing growth. Policies and procedures guide practice well, and they promote uri health, safety and wellbeing. Uri are confident and competent as descendants of Ngātoroirangi.

Leaders are competent, experienced and effective. Whanaungatanga, trust, respect and aroha are embedded in leadership practice. Role modelling good leadership practice promotes effective leadership being developed across the whole kura community. A variety of rich opportunities are taken advantage of to apply and refine leadership attributes in real life contexts. Leadership roles and responsibilities have been deliberately decentralised and distributed to build and capitalise on the capabilities of all kaiako. Whānau, hapū and iwi regular contributions to kura decision-making is encouraged and valued. Uri are nurtured and shaped to be future leaders of Ngāti Tūwharetoa.

Key Next Steps

Schoolwide assessment practices require attention. Kaiako in Years 1-7 need to build their understanding of gathering, analysing, moderating, evaluating, and using academic assessment data effectively and consistently. It is vital that achievement data identifies the needs of individuals and cohorts to underpin future planning. Moderation needs better processes to ensure quality assurance of NCEA entries. Target setting and monitoring, focussed on accelerating the progress and achievement of uri who require this will be more useful and meaningful. Vigorous and valid assessment enhances uri academic achievement success.

5 Board Assurance on Legal Requirement

During the evaluation, ERO checked at the following areas:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance
  • school policies in relation to meeting the requirements of the Children’s Act 2014.

6 Recommendation

ERO and the tumuaki recommends developing and implementing an improvement plan to address the key next steps in this report.
