1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.
2 Context
Kia whakapakari ai i ā tātou tamariki kia tū rangatira ai rātou i roto i tō rātou ake ao
Te Kura Kaupapa Māori o Te Kura Kōkiri is in Pāpāmoa, Tauranga. The kura provides education for Years 1-13 tamariki under the philosophy of Te Aho Matua. The whānau provides support to other satellite kura within the Tauranga area. Te Kura Kaupapa Māori o Te Kura Kōkiri continues to be located on a temporary site.
3 Evaluation Focus
How well do tamariki demonstrate they are high achievers who exemplify the hopes and aspirations of their people?
Tamariki are achieving success and exemplify the hopes and aspirations of their whānau and Tauranga Moana.
4 Findings
Tamariki are enthusiastic about learning in an environment based on traditional Māori values and beliefs. Karakia, waiata and mōteatea are utilised to enhance tamariki learning. All tamariki have opportunities to lead these activities. Māra kai, waka voyaging, and marae visits provide tamariki with authentic learning contexts. Whakapapa connections link all tamariki, kaiako and whānau. Aroha, manaakitanga and whanaungatanga are evident in all interactions. Tuākana teina relationships are natural and meaningful. The graduate profile, Tātai Raukura, encourages tamariki to learn about their connections to Tauranga Moana. Excursions are regular to marae and places of significance to local iwi. There is also a deliberate approach to teaching tamariki the unique dialect of the Tauranga area. Tamariki are confident and strive to achieve the aspirations of their whānau, hapū and iwi.
Tamariki are supported in their learning. There is a focus kura-wide to provide authentic and experiential learning for tamariki. Each tamaiti has an individual education plan that focusses on their specific needs and identifies specific, relevant pathways. Tamariki also use digital tools to record their learning. Older tamariki have profiles where they can track and monitor their individual progress. Overall, tamariki achievement data is positive. In the kura teina, kaiako have identified tamariki that require support with programs such as Te Ara Poutama. In the wharekura, tamariki achievement exceeds the national average. Tamariki are engaged in their learning and experience success.
There is a distributive leadership model in place. The long serving tumuaki is well supported in a range of capacities. Roles and responsibilities are delegated and promotes succession planning amongst staff. The kura framework, Tūmatakōkiri, encourages whānau participation. It also acknowledges that Te Aho Matua underpins all decision making and management. There is a growing culture of reflection amongst the whānau. Regular evaluation of kura initiatives occurs at wānanga and hui whānau. Kaiako regularly evaluate the learning programmes. Annual targets and progress is regularly discussed at hui kaiako.
Key Next Steps
The kura continues to be located on a temporary site after a number of years. The current premises and facilities are inadequate. Urgent attention is required from the Ministry of Education to assist the kura to find a location that is more conducive to whānau aspirations for education.
The kura acknowledges the need to introduce a schedule for policy review. Whilst all policies and procedures align to current legislation and regulations, it is not always clear that all policies are reviewed on a regular basis.
5 Assurance on Legal Requirements
Before the evaluation, the whānau and Tumuaki completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:
- board administration
- curriculum
- management of health, safety and welfare
- personnel management
- financial management
- asset management.
During the evaluation, ERO checked the following items because they have a potentially high impact on tamariki achievement:
- emotional safety of tamariki (including prevention of bullying and sexual harassment)
- physical safety of tamariki
- teacher registration
- processes for appointing staff
- stand-downs, suspensions, expulsions and exclusions
- attendance.
6 Recommendation
ERO and the kura board recommends addressing the key next steps identified in this report.
