1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Te Kura Kaupapa Māori o Ngaringaomatariki is affiliated to the iwi of Ngāti Whātua. It is the only Kura Kaupapa Māori located between Tāmaki Makaurau and Whangārei. Situated on the outskirts of Wellsford next to Ōruawharo Marae, the kura has views looking out across the Kaipara Harbour.

The kura provides Te Aho Matua education for students in Years 1-8. They are in the early stages of transitioning to a larger site located in Kaiwaka to expand and cater for the growing demands in the area.

3 Evaluation Focus

How well do students show enjoyment for learning the tikanga, pūrākau and waiata of Ngāti Whātua?

Students show enthusiasm and confidence for learning in and about Ngāti Whātua.

4 Findings

Te Ira Tangata

Students show a high level of enthusiasm for learning underpinned by tikanga Māori. Students experience a community of care and respect where relationships are positive and affirming. The values of aroha, manaaki and tiaki are prominent. Whānau provide a nurturing and supportive student-centred learning environment. Whānau members express their children exceed the expectations they hold for them to develop a love of learning. Students are settled in an environment that nurtures them as uri of Ngāti Whātua.

Te Reo

Students engage in te reo Māori in ways that are meaningful to them. Kaiako use appropriate strategies to cater to the range of language abilities. Students experience te reo Māori in authentic ways and including mihi in formal situations. They karakia, sing, haka and learn mōteatea that are significant to Ngāti Whātua and Te Aho Matua. Kaimahi are positive role models who use te reo Māori confidently. Whānau are learning te reo Māori alongside their children and seek ongoing opportunities to improve their level of proficiency. Students are surrounded by people who are passionate about te reo Māori. They are developing as confident speakers of Ngāti Whātua.

Ngā Iwi

Students show pride as they learn about their whānau, hapū and iwi through pūrākau. They express ihi, wehi and wana as they fulfil tangata whenua roles. Students exhibit confidence and humility that emanates from the teachings of their tūpuna. Ngāti Whātua histories and narratives provide rich and meaningful learning experiences for students. They attend hapū and iwi events and have opportunities to participate as mana whenua in both formal and informal contexts. Students are developing as repositories of traditional knowledge of Ngāti Whātua.

Te Ao

Students experience a range of appropriate learning contexts significant to Ngāti Whātua and beyond. Pūrākau provide a vehicle for students to make connections to themselves and the wider world. The rural location provides authentic connection to natural resources. Local histories, traditions, practices and caring for the environment are integral to the learning programme. Students are connected physically and spiritually to Kaipara.

Āhuatanga Ako

Students are thriving in a curriculum that is designed around who they are and what they need. Kaiako are responsive to the holistic needs of students. Current data shows that most students are progressing well in literacy and numeracy. Students requiring additional help are identified and provided with appropriate support. Students are actively engaged and motivated learners.

Leadership

There is a collaborative and inclusive leadership culture within the whānau which is underpinned by mutual respect. Professional learning and development for leaders and kaimahi align to whānau aspirations for future kura developments. Kaiako who are new to the profession, and to the kura, are effectively mentored by the leadership team. Kura leaders and tuakana are positive role models of te reo Māori and tikanga. Students are acquiring skills and attributes as future leaders of Ngāti Whātua.

Whānau/Governance and Internal Evaluation

The whānau are improvement focused. There is a strategic intent to provide a Ngāti Whātua centric education system to serve whānau from Tāmaki ki Whangārei and from Whangārei ki Tāmaki. This includes the establishment of a Puna reo, Wharekura and eventually a Whare Wānanga. Student learning benefits from future focused governance decisions.

Key Next Steps

Strengthening relationships with Te Runanga Nui o Ngā Kura Kaupapa Māori is a key next step. The whānau recognise the benefit of consolidating their understanding of Te Aho Matua to further enhance the curriculum and kura operations. Student learning is enhanced when practices are centred around Te Aho Matua.

Adequate teaching and learning spaces are urgently required for the kura to fully achieve their aspirations. The increase in the roll has created challenges for teaching space. The physical location of the kura poses issues with power outages, internet connection and severe weather impacting road conditions. These interrupt learning and impact on the health and safety of students. The health and safety of students is severely compromised.

5 Whānau Assurance on Legal Requirements

During the evaluation, ERO checked the following areas:

  • emotional safety of Student (including prevention of bullying and sexual harassment)
  • physical safety of Student
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance
  • school policies in relation to meeting the requirements of the Children’s Act 2014.

6 Recommendations

ERO, Te Runanga Nui o Ngā Kura Kaupapa Māori and the kura developed the following recommendations:

  • the whānau consult with Te Runanga Nui o Ngā Kura Kaupapa Māori to progress the key next step of this report
  • whānau work with Te Runanga Nui o Ngā Kura Kaupapa Māori and the Ministry of Education to urgently progress the build of the new kura.
