1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kura Kaupapa Māori o Te Orini ki Ngāti Awa provides Māori language immersion education for students from Years 1 to 13. The kura is located in Whakatane. Its curriculum is based on the Te Aho Matua philosophy, Te Haahi Ringatū and the local iwi of Ngāti Awa. The tumuaki is a teaching principal.

3 Evaluation Focus

To what extent do students have opportunities to learn and experience success?

Students receive focused support for learning and to experience success.

4 Findings

School wide teaching and learning

The individual needs of students and the aspirations of whānau for student learning are well planned for. Kura leaders and kaiako are linking the new kura curriculum to the beliefs, tikanga and principles of Te Haahi Ringatū, Ngāti Awatanga and Te Marautanga o Aotearoa. Kaiako plan a wide variety of opportunities to support students’ learning. They provide opportunities for students to learn through individual or tuakana teina activities. Students needing extra learning are provided in and out of class support as required. Kaimahi identify areas of learning need using formal and informal forms of assessment. This information is collated, analysed and regularly monitored to inform planning. Parents and the board are kept well informed about student progress and achievement, providing opportunity for their involvement or informed intervention. Students develop confidence in themselves as learners.

Leadership

The kura whānau are working cohesively for kura development. Kaiako, kaimahi, whānau and board combine their respective skills, experiences and mātauranga Māori to achieve identified objectives for development across the kura. The tumuaki established a strength-based, distributive model of leadership that better utilises and focuses staff knowledge, experience and capability. Collegial networks between the board and community provide extended opportunity for support within the kura and pathways for development outside. Students experience a positive culture of support and improvement.

Internal Evaluation

Whānau actively support governance and kura responsibilities. They attend wananga that helps increase their understanding of the kaupapa of the kura and how they can provide support. They meet regularly to discuss kura activities and make decisions to enhance long and short-term planning and students’ learning. They make recommendations to the board to support progress toward achieving the strategic goals. The tumuaki and board chairperson meet regularly to discuss strategic priorities and aspects of internal evaluation. Students benefit from whānau support for the kura priorities.

Personnel

Kura leaders are building a culture of professional improvement. A key strategic priority is to build staff professional capability. External expertise has been accessed to develop kura-wide capability for development of its marau. Professional development goals for the tumuaki and staff are directly linked to appraisal processes. Staff are focused on meeting the learning needs of students.

Key Next Steps

The whānau, kaiako, tumuaki and board chair identified the following key next steps toward meeting the kura goal for te reo Māori and to enhance students’ learning:

  • continue to develop the kura curriculum, by integrating the Maramataka Māori, Te Haahi Ringatū, Ngāti Awatanga and te reo Māori
  • strengthen governance practices, by establishing expectations for the board to fulfil their responsibilities and to update all policies and procedures.

5 Assurance on Legal Requirement

Actions for Compliance

Before the evaluation, the whānau and Tumuaki completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the evaluation, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance.

6 Recommendation

 ERO and the kura board developed the following recommendation:

  • the board, whānau, tumuaki and kaiako continue to progress kura development as identified in the strategic plan.
