1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. The ERO reports provide important information for whānau, hapū and iwi.

2 Context 

Te Kura a Iwi o Pawarenga is located near Morehu Marae, in Pawarenga. Te Uri o Tai is the local hapū. The kura affiliate to Ngā Kura-ā-Iwi o Aotearoa.

At the time of the review, the kura was operating under temporary leadership arrangements. The review was conducted during this period, and due to the nature of the situation, not all information was accessible. This report reflects the conditions that were present at the time of review. There were eight boys enrolled at the kura.

3 Background 

ERO worked with representatives of the kura from 2021 to 2024 as they progressed toward becoming a self-managing Designated Character School. ERO reported to the Ministry of Education on the preparedness of the kura to open in April 2024. ERO’s findings showed strategic and annual planning, reporting practices, and processes for self-review were in place. Human resource management processes were in the early stages of implementation. A marau ā-kura had been developed, and there was sufficient planning in place to guide teaching and learning for the remainder of 2024.

ERO recognised key next steps as further improving a responsive curriculum, assessing uri progress and achievement, and strengthening evaluation practice to achieve the desired outcomes held for uri.

Evaluation findings from the visit indicate that the good practice previously described has not been sustained, and the key next steps identified in 2024 still require attention.

4 Evaluation Focus

To what extend do uri experience success and wellbeing?

Uri success and wellbeing is compromised.

5 Findings

Uri are curious learners. They listen to formal language as they participate in tikanga and kawa when welcoming manuhiri. They show curiosity and ask questions to gain insight. Uri appreciate moments to express creativity through mahi toi. Uri have opportunities to participate in horse riding lessons. Healthy lunches are prepared daily and appreciated by uri, fostering whanaungatanga. Uri enjoy participating in activities and experiences of interest to them.

Key Next Steps

Curriculum leadership and the day-to-day operation of the kura require improving. Curriculum planning, implementation, and evaluation require strengthening. Kaiako require support to build their data literacy and effectively assess uri progress and achievement to guide teaching and learning better. Procedures and practices that promote a safe physical and emotional learning environment for uri are inconsistent.

The poumarumaru require support to effectively carry out their responsibilities. While the board is currently focused on resolving some challenging issues, the day-to-day wellbeing and learning of uri is disrupted. Strategic planning is outdated; ERO was not provided with an annual implementation plan. Tumuaki reporting to the poumarumaru lacks rigour and is not sufficient for them to make informed decisions. The ongoing review of policies and procedures has not been consistently implemented. Extra-curricular activities and education outside of the classroom are poorly managed and at times detrimental to the wellbeing of uri. Employment practices do not meet the requirements of the Children’s Act 2014. Uri wellbeing, safety, learning, and progress is compromised.

ERO’s evaluation findings agree with leaders and whānau decision to hold a wānanga with hapū to update the strategic plan. The wānanga could also provide the opportunity to review, reaffirm, or amend the kura strategic vision and values to reflect the aspirations of all. Uri benefit when leaders, kaiako, whānau, and hapū are future focused.

Since the ERO onsite visit, the poumarumaru have developed an action plan to address the areas for further improvement and non-compliances in this report. 

6 Te Poumarumaru Assurance on Legal Requirements

Before the evaluation, the board of trustees and tumuaki completed the ERO Te Poumarumaru Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • asset management.

During the evaluation, ERO checked at the following items because they have a potentially high impact on student safety and wellbeing:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance
  • school policies in relation to meeting the requirements of the Children’s Act 2014.

Actions for Compliance 

To meet compliance requirements they must:

  • provide all students in Years 1 to 8 with opportunities to progress and achieve success in all areas of The National Curriculum. And through the analysis of assessment information, identify groups who are not progressing and achieving or are at risk of not progressing and achieving and develop and implement teaching and learning strategies to address the needs of these students, and aspects of the curriculum which require particular attention.

  • with the principal, teaching staff and school’s community, develop a strategic plan which documents how they are giving effect to the National Education Guidelines through their policies, plans and programmes, including curriculum, assessment and staff professional development.

  • provide an analysis of any variance between the school’s performance and the relevant aims, objectives, directions, priorities, or targets set out in the school charter.

  • implement risk management procedures for school trips and education outside the classroom.

  • give priority to reviewing policies, procedures and school practices for managing challenging behaviour and using physical restraint, and ensure parents, students, school staff and the community know about these.

  • ensure suitable human resource management practices are implemented, including:
    (a)  obtaining a Police vet before a person starts work at the school and, 
    (b)  considering the information contained in the Police vet to assess whether the person would pose a risk to the safety of children if the person were to carry out work at the school.

  • ensure there is an emergency plan with relevant drills completed for the workplace. The emergency plan must provide emergency procedures, including an effective response to an emergency, evacuation procedures, procedures for notifying emergency service organisations at the earliest opportunity and medical treatment and assistance procedures.

7 Recommendation

In accordance with Section 171 of the Education and Training Act 2020, ERO recommends the Ministry of Education considers the appointment of a Limited Statutory Manager (LSM) to assume responsibility for the following board functions:

  • managing the relationship between the board and tumuaki
  • supporting strategic planning and implementation
  • the health, safety, and wellbeing of uri and,
  • curriculum delivery.

ERO also recommends that leaders and kaimahi continue to work with Ngā Kura-ā-Iwi o Aotearoa where appropriate.
