1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Pupurutia te mana o te huia”

Te Kura o Kokohuia is situated in Castlecliff, Whanganui. Many whānau and tauira affiliate to the Whanganui Awa, commonly known as Te Awa Tupua o Whanganui. The kura is a member of Ngā Kura-ā-Iwi (NKaI) collective and provides kaupapa Māori education for uri in Years 1-15. Kaimahi changes since ERO last reviewed the kura, in 2019 includes a new Paeārahi (tumuaki) and entirely new Te Ngoi Ārahi, or leadership team.

3 Evaluation Focus

How well does the kura support tauira wellbeing, learning and belonging as uri of Whanganui?

The kura leadership and pouako are focused on providing the best possible learning environment where uri can grow and develop as confident contributors and as uri of Whanganui.

4 Findings

Governance and leadership capability are developing. Te Pou Marumaru (Board of Trustees) have newer members who are mentored by experienced members. They are developing their understandings and skills about their governance role through accessing online webinars provided by the New Zealand Trustees Association (NZSTA). Some have also attended Te Wānanga Arataki conferences and training hosted by NKaI.  The Heamana (presiding chair) and Paeārahi have established positive working relationships. There is a focus on promoting the holistic development of tauira. Te Tūnga Ahurei, Te Marau-ā-Kura aligns to the aspirations of whānau and to Ngā Kai O Te Puku Tupuna o Whanganui: Iwi Education Strategy 2010-2025. This is reflected in the Tūtohinga (Charter). Tauira are supported to have authentic learning experiences that connect them to Te Awa Tupua.  

Te Ngoi Ārahi, the newly established leadership team, is focused on growing their professional capability and capacity to support teaching and learning. The Paeārahi is a paetahi (graduate) from the kura and is a positive role model for the kura community. Te Tūnga Ahurei guides teaching and learning. Te Kura o Kokohuia has adopted a place-based learning approach which encourages a return to indigenous ways of learning. Ngā atua Māori is the central focus of the kura-wide three-year plan. Learning areas from Te Marautanga ō Aotearoa are woven throughout these kaupapa, including literacy and numeracy. Kura ā waho is another key component of teaching and learning. Tauira have opportunities to attend, participate in and contribute to iwi, hapū, and marae kaupapa. Ruruku or traditional incantations and waiata tawhito settle and ground tauira which reaffirms their identity as proud uri of Whanganui. Tauira are developing as future leaders of Whanganui. The cultural success of tauira is at the forefront of decision making.

Wharekura pouako plan collaboratively to guide teaching and learning. There is a strong focus on developing tauira to be cultural ambassadors for their iwi. Te Tūnga Ahurei has been integrated into achievement standards. There are strategies in place to promote the acquisition of endorsements. Tauira are supported to identify and follow their passions through contextualised learning and workforce programmes. The Years 9 and 10 programme has an emphasis on acquiring knowledge and skills in preparation for their selection of National Certificates of Educational Achievement (NCEA) subjects in Year 11. NCEA data shows that most tauira from Years 11-13 are achieving NCEA Levels 1-3. Tauira, as they move through the kura, experience academic success. 

Key Next Steps

Tauira progress and achievement from Years 1-10 requires immediate action. At the end of 2022, kura data revealed that the majority of tauira did not meet kura expectations in literacy and numeracy. Their progress needs acceleration. While kura leaders agree that support for these tauira is required, there is no clear plan in place to show how this will be achieved. More rigour is required to identify individual and groups of tauira needs and to focus on improving tauira outcomes.    

Target setting requires strengthening. Currently these lack rigour, they do not identify or focus on all tauira needs or curriculum areas where disparities occur or set high expectations for accelerating the progress of those tauira who require this. 

The Professional Growth Cycle (PGC) and professional growth plans for pouako have yet to be implemented. Guidelines are in the very early stages of development. Pouako need to be supported to continually improve their teaching practice and achieve kura priorities. Leaders need to prioritise the full implementation of a rigorous PGC framework that support pouako to understand effective teaching strategies and the purpose and process of programme evaluation for improvement. The provision of professional guidance and development supports the capacity and capability of pouako to be effective practitioners and provide quality education programmes for tauira.

Self-review and internal evaluation systems need to be established. Currently, trustees and leadership continue to build their understandings of the purpose of effective evaluation practices. The Paeārahi has identified the need to prioritise a review of health and safety policies, procedures and practices. This is planned for the next board meeting. To build effective quality systems and processes, it is important that Te Pou Marumaru makes internal evaluation a priority.

Board Assurance on Legal Requirements

During the evaluation, ERO checked at the following areas:

  • emotional safety of students (including prevention of bullying and sexual harassment)

  • physical safety of students

  • pouako registration

  • processes for appointing all kaimahi

  • stand-downs, suspensions, expulsions and exclusions

  • attendance

  • school policies in relation to meeting the requirements of the Children’s Act 2014.

To meet compliance requirements trustees must:

  • maintain an ongoing programme of self-review in relation to kura policies, plans and programmes, including evaluation of good quality assessment information on student progress and achievement

  • develop and implement a robust process for assessing the performance of teachers including the teaching principal.
    [Section 599 Education and Training Act 2020; and Collective Employment Agreement]

Recommendation

ERO and the Paeārahi recommends that the board and kura leaders work closely with Ngā Kura-ā-Iwi to address all the key next steps identified in this report.
